You can use layers to create a design without any filter in Photoshop. It does not require much skill. All you need is an image. Any image will do to do this.
I have chosen this free stock image to create the design.
And here is the design created with it. No filter was used. You should be able to do it too.
You can also add Text and make a card from it.
